The 21 bends of the climb to Alpe d'Huez were built in 1936 for cars, not for bicycles. There is almost no section on the entire climb where you aren't going uphill. The few meters on the run into bend 9 and bend 11 are the only respites from the infernal gradient.
One of the many reasons that make this climb so difficult, or challenging, whichever way you want to look at it.
